UK Councils Intend to Dispose of Community Hubs and Leisure Facilities to Balance Books

Based on a recent poll of municipal councils, UK councils are preparing to sell social clubs, sports centres, and retail spaces as they bet on a rapid disposal of properties to balance the books.

Increasing Financial Challenges Prompt Asset Sales

The Key Cities Group for major urban areas in the UK stated that six out of ten of councils are intending to sell assets to meet the escalating costs of social services for vulnerable individuals.

Local governments have in the past come under fire for selling public land and open spaces to support their finances, but they argue they must proceed to generate essential revenue from asset sales or face insolvency.

The group said that a significant number of councils attempting to raise money from a quick sale of holdings represented “a clear change from 2024, when the majority (60%) of municipal officials stated they would prioritise service redesigns and using financial reserves to weather increasing financial challenges.”

Specific Cases of Planned Disposals

Medway Council in Kent said its asset disposal plan included the sale of a shopping centre in a local town and a social club in Rochester to raise 20 million pounds over the next half-decade.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all generate rent for the authority, will also be disposed of under the plan.

Local Levy Rises and Wider Fiscal Strains

The survey of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will have to increase council taxes next April to address the rising cost of core provisions, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council explained it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but some of these take time to achieve both better provisions and cost efficiency,” stated Vince Maple.

He added: “There are demographic pressures which will continue to increase the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

National Patterns and Projections

A survey of regional authorities recently also found council budgets being strained by the increasing figures of children and older individuals needing special educational assistance.

A network of councils said that council deficits will reach £4.4bn a year by the end of the decade, as they grapple to cope with rising needs.

Ministers have delayed scheduled changes to the Send system until next year after a white paper setting out those changes has been postponed.

Deprivation and Financial Shortfalls

According to the latest deprivation measures (IMD) for English councils, many key cities members were among the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the 2025 deprivation indices,” said the study.

“While only one key city is in the ten most deprived for disadvantaged communities nationally, urban areas are much more prone to be in the worst-off 20% of England. The figures underscores the extent of difficulties facing local leaders across major urban centers in the next twelve months,” the report concluded.

“Local government leaders have been explicit about the necessity for a fair and sustainable funding system that reflects and addresses the actual extent of disadvantage and demand,” stated a council leader.

“Without this, local authorities will continue to face impossible choices around which vital provisions to fund, and which to cut, to the detriment of their residents.”

A fifth of councils have cut or compromised care services in the last year, the survey found.
